War, normally, form when at least two groups have conflicting ideologies.  Any strategist knows that your winning statistics decrease as you increase your war opponents.  Fighting one opponent can weaken you for the other.  The entire Cold War lasted four decades and the War on Terror has not ended yet.  So the War on Terror has a four decade possibility.
There is a debat on the police having military weapons.  Usually, if you prepare for war, you are planning to go to war.  Like any war, this appears like an 'arms-race.'  There is no need for a country to attack us on U.S. soil because we are attacking ourselves.
During a war, normally, the side that loses the least wins.  But, we are on the same side.  Sound like a Dr. Seuss reference; (The Sneetches) Sneetches with stars on their bellies and those without.  Unlearn.

This is a small view of the government's desire to kill rather than lose money, cure or reform. We see this misguided focus in the government's increase of incarserations. Instead of upgrading police weapons, increase laws on gun sellers, to decrease 'underground' selling. Two wrongs don't make a right.
